HOUGH our readers must have collected our fentiments respecting review of political tracts, a confiderable time has elapfed fince we took our periodical view of foreign and domeftic politics. Since we offered our latt reflections on the fubject, what changes have occurred, what viciffitudes have been witnessed! The Continental powers have been brought, with more rapidity than even our fears anticipated, to that point of degradation which we, long fince, predicted was inevitable, unless a total and radical alteration of the fyftem on which thofe powers, or, at least, the greater portion of them, had uniformly acted, from the first commencement of hoftilities against republican France, thould take place. And the fanguinary Corfican, whofe iron yoke is now impofed on all the wretched inhabitants of fubjugated Europe, from the Baltic to the Adriatic, has, by a faithful adherence to the plans of the original regicides, Briffot and Roberipierre, nearly attained the object of their efforts,--the establishment of French power over the whole Continent of Europe. While the European princes are thus reduced to that point of degradation which leaves to difgrace nothing to dread, the Corfican ufurper has reached that point of elevation which leaves to ambition but little to hope. Could the gholt of Briffot revifit the earth, how would he rejoice to fee all his fchemes for " fetting fire to the four corners of Europe" accomplished! Could the ghoft of Camille Defmoulins, too, enjoy the fame opportunity, how would he be pleafed to find all the efforts of himself and of his patron Roberfpierre," to diforganize Europe; perhaps to purge it of its tyrants rendered fuccefsful by the arms and intrigues of one of his truly affociates, and faithful followers, Napoleone Buonaparte! Call it Jacolinism, or call it what you will, the fyftem adopted by the first rebels, w: o overthrew the Conftitution and murdered the King, has been conitantly and uniformly purfued by every fucceffive ufurper who has feized the reins of government, whether diftinguithed as Member of the Committee of Public Safety, as Executive Director, as Firft Conful, or as Emperor, from Briffot to the Corfican; they have been all actuated by the fame views, they have all profeffed the fame principles (in refpect of foreign ftates, at leaft), and they have all purfued the fame objects ;----the fubverfion of exifting inftitutions-the depofition of legitimate fovereigns-and the extention of French power. They have all had recourfe to the fame means, too, for attaining thofe objects the wanton violation of treaties-unprovoked aggreffion incitements to rebellion-intrigue-bribery-corruptionand force. And they have all made the fame ufe of their victims; by deftroying the independence not only of fovereigns but of nations-by difpoffeffing lawful princes of their dominions--and by placing low-born upitarts on their thrones. In a word, the moft perfect confiftency of vice and villany has been obferved, during the whole progrefs of the French revolution; liberty has been the conftant watchword of every party, and tyranny their constant aim.
